About BNSHIS

The enactment of the NHAct (2014) necessitated the decentralization of health insurance operations making it necessary for states to set up their Agencies. Therefore in 2013, the Benue State EXCO approved that a Health Insurance Scheme be introduced to the public sector workers in the State. In 2018, realizing the importance of health insurance scheme to her workforce and other residents, the Benue State House of Assembly passed into law the Bill to establish the BENUE STATE HEALTH MANAGEMENT AGENCY and instituted BENUE STATE HEALTH INSURANCE SCHEME (BNSHIS) for all residents of the state and for purposes connected therewith. His Excellency signed the bill into law on 18th October 2018 The Scheme is mandatory and applies to all residents of the State except those who have proof of contributing to, and covered by NHIS.

Objective BNSHIS

The scheme shall:

Ensure that every resident of Benue State has ready access to healthcare services.
Ensure that all residents of the Benue State have financial protection, physical access to quality and affordable health care services.
Protect Families from financial hardship of huge medical bills.
Limit the rise in the cost of healthcare services.
Ensure that the vulnerable shall be guaranteed the basic minimum package as defined under the National health Act.
Ensure equitable distribution of healthcare cost across different income groups.
Maintain high standard of healthcare service delivery within the health care sector.
Ensure efficiency in healthcare service delivery.
Improve and harness private sector participation in the provision of healthcare services.
Ensure appropriate patronage of all levels of healthcare delivery system.
Ensure the availability of alternative sources of funding to the health sector for improved services.
(in cases where residents do not have available medical services and other health services) take such measures as are necessary to plan, organize and develop medical services and other health services commensurate with the needs of the residents.

The Scheme is mandatory and applies to all residents of the State except those who have proof of contributing to, and covered by the National Health Insurance Scheme (NHIS).
