That is, the aforementioned health plans are incomplete in terms of scope and depth of coverage, therefore the market for CHP complements (in a sense), completes the health plans. It can also be described as a Top Up Insurance.
Risk-adjusted premiums will be paid by individuals on complementary health plan which will be managed by third-party administrators (HMOs). The possession of a basic health plan is a prerequisite for accessing CHP.
